KOICA Azerbaijan Office held Knowledge Sharing Seminar on the “Development Strategies of E-Government in Korea” in cooperation with SAPSSI - PHOTO=3

On July 9, 2020, the Knowledge Sharing Seminar was held in cooperation with Korea International Cooperation Agency (KOICA) Office in Azerbaijan and the State Agency for Public Service and Social Innovations (SAPSSI) on the “Development Strategies of E-Government in Korea”, based on the full content of the Training titled “Capacity Building for public service of the SAPSSI officials” in 2017-2019, by bringing together more than 150 professionals from a variety of different departments of SAPSSI.
Due to the ongoing situation regarding the COVID-19 pandemic and the mandatory order prohibiting gatherings over five people, the Seminar was held in a virtual format via Zoom in an abundance of caution and concern for the health of the presenters and seminar participants.
In her opening remarks Ms. Park Kumok, Country Director of the KOICA Office in Azerbaijan, highlighted that “ASAN” is Azerbaijan’s new brand of public service, which provides services more easily accessible to citizens using modern technologies based on the "single window" approach. She added that Korea has continued to develop e-government systems based on advanced IT technologies since the 2000s. Although, each country has its own unique culture, studying Korean cases in e-government sector will let to create the more advanced system without making the same failure cases again.
In return to Ms. Park Kumok’s opening remarks, Mr. Azad Jafarli, Chief of Administration of the SAPSSI, stated that the COVID-19 crisis has brought new demands for digital government services and emphasized that developers in Agency were mobilized and engaged in designing new applications and services to meet increasing demand on public services during COVID-19 pandemic. He added that the efforts in developing digital government strategies after the COVID-19 crisis should focus on improving data protection, as well as, on strengthening the policy and technical capabilities of public institutions.
The Seminar continued with the presentations of two KOICA fellows - Mr. Asif Azizov, Chief advisor and Mrs. Nazrin Aliyeva, Chief specialist of the International Relations Department of the SAPSSI - on the Development Strategies of E-Government in Korea and Future Application Methods of the Training in Azerbaijan. The seminar offered great opportunity to those who could not participate the training in Korea.
The three-year Country Specific Training Program on “Capacity Building for public service of the State Agency for Public Service and Social Innovations’ officials” was held in the Republic of Korea during 2017-2019 years for 53 officials of the SAPSSI and other related governmental organizations within the framework of the Grant Aid Program.
