The Korea International Cooperation Agency (KOICA) organized a group of experts to conduct post-project evaluation of the KOICA grant project “Establishment of Educational Information System of Azerbaijan Technical University”, which was implemented between 2011 and 2013. The main objectives of the evaluation are to assess the results of the grant cooperation project based on the OECD DAC Criteria for Evaluating Development Assistnace, verify whether the project has reached the initial goals and if the concerned organizations can get lessons for the future projects. The evaluation at project end is vitally important as it enables the KOICA and the partner organizations to have an opportunity to look over the whole implementation process, accomplishments and find what is needed to increase project effectiveness in the future. Based on the results of the evaluation, best practices and lessons learned will be identified for application for the improvement of the future development projects.
Starting from February 9, the evaluation team consisting of 3 professors and 1 expert from Korea visited Azerbaijan Technical University. They hold a series of meetings with the rector, professors, training program participants and relevant staff of the Azerbaijan Technical University, exchanged opinions on the completed project and discussed opportunities for future cooperation. The experts carried out evaluation of the project by the assessing the relevance, effectiveness, efficiency, impact and sustainability, as well as, short term results of the project. Moreover, during the visit the evaluation team reviewed the related documents and publications, made interviews and conducted survey with domestic (staff from NDS) and on-site (AzTU staff and professors) stakeholders. Furthermore the evaluation team conducted focused group interview.
The KOICA Project “Establishment of Education Information System of Azerbaijan Technical University”, which was launched in 2011 with the budget of USD 2 million, was aimed at applying Korean IT innovations into the administration system of Azerbaijan Technical University, establishing e-University, automating University works, providing online distance education. The relevant systems (Academic Education, Portal, Groupware, e-Learning) and state-of-the-art equipment have been installed within the framework of the project. During the implementation of the project, experts from Korea have been dispatched to Azerbaijan Technical University in order to supervise the progress of the project, conduct a series of trainings for local staff, share their knowledge and capabilities. On June 30, 2014, the Azerbaijan Technical University hosted an event dedicated to the successful completion of the Project “Establishment of Education Information System of Azerbaijan Technical University” conducted jointly with the Korea International Cooperation Agency (KOICA).
